Familiar Faces is a private notebook for the characters you want to recognise: the great healer from last week's dungeon, the guild you'd rather avoid, the friendly trader. Notes, your own tags and a history of encounters are shared by all your characters on the same WoW account.
When a character with a note joins your group, Familiar Faces reminds you, and the note shows up in the tooltip. If you like, it also records every group member automatically: how long you played together, how often you died and which roles you both had.
Everything stays on your computer. Notes are never sent to other players.
